Entry-Level Housing: Safe Haven Residences
Project H.O.M.E.'s Safe Haven Residences provide a point of entry for men and women who are chronically homeless with a mental illness coming off the streets. In addition to shelter and meals, residents have access to health care, case management, mental health and recovery services to help them stabilize their lives and begin to take steps toward breaking the cycle of homelessness.
Project H.O.M.E.'s Safe Havens have a total of 65 beds at 2 locations: St. Columba's and Women of Change.
St. Columba's is a Safe Haven in West Philadelphia for men who have
experienced chronic homelessness and who have a mental illness. St. Columba's
targets "hard-to-reach" homeless men, many of whom are older, physically
frail and have been unwilling or unable to access other types of programs and
services. St. Columba's is a dual residence:
- 25 Safe Haven Beds are targeted for those men just coming off the street and
in need of intensive support. Services are provided on a 24-hour basis,
including case management, support services and on-site medical care.
- 15 Single Room Occupancy (SRO) Permanent Supportive Housing units are for safe haven residents who are ready to progress to more independent living as demonstrated through the ability to manage the tasks of daily living and willingness to pay 30% of their income towards rent.

Women of Change provides 25 Safe Haven beds in Center City for women who have
experienced chronic homelessness and who have a serious mental illness.
Services are provided on a 24-hour basis, including case management,
supportive services and on-site medical care.
